Torres Strait Island Regional Council (TSIRC), the ‘Principal’ is responsible for waste management at its 15 Outer Torres Strait Island (OTSI) communities. There are currently large stockpiles of wreck vehicles (cars, trucks, heavy plant/machinery etc) at over-stocked community landfills and throughout communities, and large stockpiles of scrap metal/white goods (roof sheeting, reinforcing bar, washing machines, drums, tanks etc) at landfill sites. It is the Principal’s intent that these stockpiles be removed from the OTSIs, to facilitate implementation of a long-term metal waste management strategy in the future.
In the past, there have been numerous suggestions put forward by various organisations to address the current legacy metal waste stockpile issue in the Torres Strait region. The intention of this Request for Expressions of Interest (RFEOI) is to identify and consider the actual options available for the Principal to consider. The process is designed to provide indicative methodologies, schedule and costings, manning and equipment, and identify the advantages, disadvantages and risks associated with specific options. The preferred options may then be taken forward to a Tender process.
Tenderers will note that for this RFEOI, Council the Principal is calling for an indicative price per community, broken into cost components for each of the separate waste streams detailed in this Specification.
The project locations are the 14 islands on which the 15 communities of the Principal are located. Access to the islands for freight of plant, equipment and metal waste is via barge from mainland Australia, using either existing scheduled services (Sea Swift, from Cairns/Horn Island) and/or chartered barge. Regular service and/or chartered flights are available for personnel, as required.
