Whitsunday Regional Council (Council) is renewing its waste collection and transfer contracts which reach expiry dates in 2021.
This Tender is for the following:
- Waste and recyclables collection services; and
- The transfer of bulk wastes from the Main and Satellite Transfer Stations to Council’s Kelsey Creek and Bowen Landfill Facilities.
General waste service kerbside collection is a 240LMGB weekly service. Recyclable waste service kerbside collection is primarily a 240LMGB fortnightly service, but is an opt-in program and, as such, is a smaller number of services than the general waste collection. The kerbside collection includes a number of Council properties.
The successful Contractor is not specifically required to maintain the same Runs; and Council notes that the present Runs exist under separate contracts and to that extent have not been optimised on a whole-ofservice basis for the scope applying to this new services contract. Nonetheless, a minimisation of changes to customer experiences always remains an objective for Council.
Kerbside bin services are also provided on some unsealed roads; and there is a very limited number of infirm services. The location of these services is documented within the contract.
Bulk waste services are provided, in front-lift and comb-lift bins, to multi-unit developments and Council sites, as per the current contracts.
RORO hook lift bins and front-lift bins are used for waste acceptance at the main (RORO only) and satellite (RORO and front-lift mix) transfer stations. RORO bins are also used for bulk Recyclable collection and transfer to MRFs or a consolidation location. A ‘Disaster Response’ service is also required for the RORO
The servicing of Public Place Bins (street litter bins) is also included in the scope of the Services. These are mostly 240L MGBs, but there is a mix of 120L and 60L bins which are gradually being replaced by 240L MGB facilities.
The term of the contract will commence on 1st July 2021 and expire on 28th February 2023 with a 12-month extension at Council’s discretion.
