Introduction:

There is increasing research and evidence to show open and green spaces have a positive effect on community sociability, local economy and ecology. These spaces are particularly important in city urban environments, where people live, work and recreate. Cassowary Coast Regional Council is seeking to grow the awareness and partronage of Warrina Lakes with the principle objective of creating a inviting and interesting place to experience. This will be achieved through the conception of a strategic master plan to create vibrant and exciting spaces.

The Warrina Lakes Strategic Master Plan has five core outcomes:

  • To develop attractive, welcoming and functional places through improved amenity and design;
  • To create a memorable visitor experience by showcasing the natural assets and improving the environmental values of the site;
  • To enhance opportunities for tourists and locals to interact and socialise within the area through art and cultural spces;
  • Increase and enhance business and economic activity by improving connectivity between the Innisfail Central Business District and Warrina Lakes; and
  • Provide a practical framework that raises the profile of the Warrina Lakes which will grow the awareness and partronage of the facility.

The strategic master plan will provide a 10 year vision that establishes the priorities and strategic direction for projects within the Warrina Lakes facility. The master planning process will involve analysing key opportunities and constraints, identifying the potential of the areas assets, improving the environmental values of the site, evaluating current pedestrian and vehicular traffic arrangements, and collaboratively develop market-tested strategies with stakeholders to revive tired areas and structures. The activation of the Warrina Lakes will significantly contribute to a prosperous and liveable region, for both visitors and locals. It is envisaged that Warrina Lakes will be an adaptable open space that allows for future flexibility as the community and open space function and needs change over time.

 

Council is seeking a quote for Initial Consultation, Concept Design and Landscape Architecture services for assistance in the preparation of a strategic master plan for the study area.

Background:

The purpose of the project is grow the awareness and partronage of Warrina Lakes with the principle objective of creating a inviting and interesting place to experience that contributes to the locality’s ongoing prosperity and the greater Cassowary Coast region.

The master plan will provide further opportunities for visitors and locals to appreciate and experience Warrina Lakes natural assets, it’s laid back atmosphere and lifestyle opportunities.

Objectives:

Principally, the objectives of project are to:

  • Create and grow attractive spaces that invite locals and visitors to stay and enjoy the area;
  • Provide opportunities and encouragement for 'passing traffic' to stop and enjoy the the Warrina Lakes area;
  • Provide for a safe and easily accessible place for everyone regardless of age, ability, culture or income within a diverse range of settings;
  • Provide an improved space for community events and opportunities for social interaction;  
  • Provide modernised, refreshed and co-ordinated ancillary infrastructure such as footpaths, lighting, water fountains, bike paths, signage, shelters, seating, shade, toilets, play equipment and rubbish bins;
  • Create welcoming and memorable spaces that are aesthetically pleasing, function effectively and contribute to a sense of place;
  • Establish a design that is sympathetic to and enhances the natural values of the area;
  • Establish a design that provides opportunities for art and cultural spaces;
  • Identify opportunities for integrating signage and new technology to improve the visitor experience within the Warrina Lakes area; and
  • Ensure options are reasonably market tested for practical delivery

 

Scope of Works / Methodology:

  • Assistance with the preparation of the Warrina Lakes Strategic Master Plan through the provision of Initial Consultation, Concept Design and Landscape Architecture.

Inclusions / Deliverables:

The following documents/presentations will be delivered as part of the project:

  • Attendance at a project inception meeting with Council staff at the Council’s Innisfail office for 2 hours (not including travel time);
  • Attendance at a project site analysis meeting with Council staff at Warrina Lakes for 1 day (including travel time);
  • Attendance at a initial community consultation day with the community and Council staff for 1 day at Warrina Lakes (including travel time);
  • Preparation of drawings and schedules associated with the draft Warrina Lakes Strategic Master Plan for the study area;
  • Presentation of the draft Warrina Lakes Strategic Master Plan to Council at a Council meeting in Innisfail or Tully;
  • Preparation of drawings and schedules associated with the final Warrina Lakes Strategic Master Plan for the study area;
  • Presentation of the draft Warrina Lakes Strategic Master Plan to Council at a Council meeting in Innisfail or Tully; and
  • All travel and accommodation expenses associated with attendance of the abovementioned meetings and presentations.

Exclusions / Out of Scope:

  • Any work outside the inclusions and deliverables stated in this document;
  • Council officers will undertake further community consultation activities outside the initial community consultation day and provide the outcomes to the consultant to inform the preparation of the master plan.

Constraints / Limitations:

The area that will be subject to the master plan is the area shown in Figure 1 – Study Area

Workplace Health and Safety:

In accordance with Cassowary Coast Regional Council policies and Australian Standards.

Briefing / Site Inspections:

Council officers to brief the consultant at initial meeting, then fortnightly teleconference during the project.

The consultant will be required to travel to:

  • Innisfail twice;
  • Innisfail/Tully twice (Council meetings);

All travel costs associated with the above should be included within the tender price.
